In experimenting with water landings, I came up with this:

Yes those are ALL tires. Yes it helps you majorly when attempting to land on water. (You can nose dive and all these tires will save you) Yes you can float to a slow speed. No you cant stand still. Yes Im still working on this. Yes anyone who wants it can have it to screw around with. Yes it replaces the B-17F

Hey--they wouldn't be Firestones would they? Cause just under the surface you might find a bunch of Ford Explorers there!

Hey Argon old chap.... been down this road myself!

Can you drop me a mail at my Hotmail address, and let me know what actually happens when you do stop. I have gathered a fair bit of experiecne in the 'Water Landing' department, and may be able to save you a lot of time and trouble. I also have a plan 'B' which may help if you are trying what I hope you are trying!

Also, having actually made a landing on 'water', there are further issues that need sorting afterwards!

i'm sure that you already thought of this, but if the tire floats, why not make the bottom of the PBY the same stuff as the wheel.
