Yep, you guys have zeroed right in on the nut of the problem.If a delayed explosion can be programmed, that would be the best solution. Currently, the bomb must take a certain amount of damage before it is "assimilated" by the water, or it won't explode. It must bounce a few times to take that damage. It must not be close to the plane, or the plane dies.
Hehe kinda like the REAL problems Dr Wallis had creating the actual bomb 
I believe the actual number of bombs predicted for success was from 2 to 4. I believe the Moehne dam took SIX Lancs (not all of whose bombs worked) to breach, so if you've got the dam tweaked to take 4 hits and crack, I'd say that's great! Means we can make missions that will work
How did you do this? Just open the .sm for the dam and change its obHits value?
The only problem there is, as Crossbow says, you can easily blow even the "stock" dams with a medium GP bomb or two from a Tiffie or a Jug. So who needs a special Lanc?
Of course, you can destroy the entire ISLAND the Tiffie or Jug is landing on with the OTHER special Lanc, so take the good with the bad I guess 
Maybe a good long-term project would be to "de-rate" the explosives in ALL the bombs in the sim. It just seems a bit too easy to destroy stuff to me--especially destroying yourself with your own bombs. Seems to me we could easily get by with 1/3 the explosive power in the bombs. Not sure how that would interface with the online standard tho...
