OPS will look there because that is where the texture references in the Nie17c1.sm file tells OPS to look.
In your case you are probably loading the xxxxx.sm file from one location but the other shapes and textures are possibly still buried in a par file or some other location on your drive.
Or perhaps the author of the aircraft that you are looking at did not create his model to stand alone but is referencing parts and textures of some other model. If you haven't loaded that model or texture in the proper subdirectory OPS will not find it.
