Spanky here... Check this out. Its pretty damn cool
what the web site says:
ProgMesh is an application for 3D polygon mesh simplification.
With it, you will be able to reduce the number of polygons of your objects without a visible loss of quality, making render and editing time faster.
With total support for 3DS (3DStudio 4.0) file format, all object properties like material and texture are maintained at any level of detail.
Optimization can be done for all the scene, per object or element, allowing you to simplify your objects selectively.
OpenGL is used for display, making a real-time preview of all operations.
Also badly modeled objects are fixed, removing duplicated, degenerated and invalid faces, vertices on edges and reorienting inverted normals.
A progressive format is used allowing progressive downloads on the Internet to any level of detail. Texture maps are also downloaded progressively if in WLM format.
A fast octree ray-tracer is also included as a bonus that computes a more accurate view of the scene with shadows, reflections and refractions and textures (bump,diffuse,opacity,self-illum). A material editor and tetxure mapping editor is also available.
Sound cool?
Check these screen shot. SORRY about the large DLs but i wanted you to see the detail.

Download version 1.2 and get the 1.1 key "FREE" it worked fine for me with the 1.2 exacutable.
you can select just parts and reduce the polys on that.
The only thing i'm having trouble with is mapping. BUT it could be a great tool for it.
