If they have guns and their allegiances are different- they will. In my Dover Part 3 (whic has lately been abandoned since doing a Midway campaign and a couple WWI campaigns...)- I have a D-Day mission set up with a few Allied Exeters near the shore and German guns and tanks spread on the shore and they do fire on each other...I even saw a tank get blown to bits by one of the Exeters- but mostly the aim is not too good ). You can also have land units attack each other ( put 2 Bofors guns near each other and make one Allied and one Axis) and open up the mission nd you'll see them going at it.

I LOVE the picture Jeeves

Yes ground units do fire on eachotehr, the best unit to use is the M3 Half Track AAA. They have a high rate of fire, and it makes for a pretty show!

They seem to prioritize targets too. Just put some king tigers next to some GMC Fuel trucks and bofors.
