I am trying to make a picture for my webpage, but I can't figure out how to make the Picture have a transparent background. I have Paintshop Pro 5.0. Can anyone help me?

you have to use a 87a type GIF ( I think ) and in PSP in the image menu there is something about image transparency, which allows you set set the transparency colour/index and show the transparency in PSP. I think you need the image to be 8-bit (256) to enable this option. If that doesn't help let me know and I'll check out PSP when I get home for the details.
