Is there a way to make a object that can hold its position say at 1000 ft?

He He, you mean like a barrage balloon??
I wonder if air gets thinner as altitude
increases in SDOE.

Just model the tether of the barrage balloon as a big long polygon, stick the balloon on top. set four body points in a big square at the bottom for the tether so it won't tip over and a DOF at the bottom and top, put an airfoil on the ballon and it should drag the tether and point different ways depending on the wind direction as long as you place it on a flat surface. Just make sure to make the baloon weightless so it doesnt pull down on the tether DOF.

I was thinking of a tether, but the airfoil and dof's sound like a great idea! I'll give it a go and see what happens.
