The CO is the guy who can- what else? Kick everyones butt.
If you don't like the way he leads, you go to the Playpen and try to kick HIS virtual butt, or take him on head to head in his favorite plane. If you win, you become CO. 
If he doesn't like what you did, he meets you in the playpen or head to head and kicks YOUR butt. 
If you don't like paperwork, go to the playpen and kick someone elses butt or take it out in the virtual skies.
Oh yeah, and you have to drink lots of beer and try to figure out a way to get in the nurses quarters by kicking the guards butts. This is the real reason for going to the playpen.
