As I understand it, the Plane Packs are supposed to be set up so that all the planes in it are "compatible and combatible" for online play. That means that their performance is close to the real plane, and the damage model is somewhat "standardized" so that it works the same as the existing plane pack planes.So it then becomes up to the builder of the plane or the guys putting the pack together to bring the new planes up to Plane Pack standard. If a plane "meets the standards" by the time the pack is ready to be assembled, it gets included.
A plane doesn't have to be in the Plane Pack to be used online, of course, but I guess you can think of the Plane Pack planes as being "certified" as being built and tested to the same standard, and thus "fair" for online use. Other planes may be anything from "near perfect" to "way beta"
so some of them may not be as interesting online if they don't meet the real numbers.
Long way to get to the answer: it depends on the builder and the Plane Pack assembly team whether the new planes are included. I'm trying to bring the Corsairs up to the same standard as the 5.3 planes right now, so as long as the new pack doesn't appear in the next 3 weeks or so, they should meet the requirements. Pretty sure the P-47 was built pretty much to real life specs to start with, so that one would be included I'd imagine. The others? Who can say?
