Spanky here... K well some of you guys have already done this but I thought I would spread the word a bit.
K I got DSL latly, Its supposed to be 970kb
Thats BITS by the way. The same way a 56k modem is 56k BITS. Thats why you only get around 5KBs on them.
Anyways, when I first got it I was getting 50k downloads on good servers.
I went to
www.speedguide.net
and put in the win98 patch.
now my downloads are regularly 80-90KB.
Lets just say I'm happy 
It also explains very well why you can't hit the advertised speeds.
I did some tests on sites that give you the responce in bits and i was getting low 800s so thats pretty good considering its supposed to be around 970.
So, If your on cable or DSL or another broadband check it out.
It didn't seem to effect my ping for the better or the worse by the way, I was really hopeing it would be a bit better but its not. Its still good though.
