My current project uses Razer's excellent A6M2-N floatplane were you can start the mission on a seaplane tender (IJN cruiser) then be lowered into the water. You can then take off and after your mission land by the tender and be raised back on board. I've used invisible plates so the floatplane sits slightly in the water but doesn't get damaged on take off or landing. These plates extend 2000' around the tender. The advantage of the tender is it can be placed anywhere on the terrain map.

I'm just adding retractable wheels so it can be used on airfields or carriers as well.
