I´m thinking about the idea to make clouds as fog.Another idea is making sand/snowstorms . Does anyone know how to bring the clouds to the ground?

if you do a search back on the forum, a while back, people were looking at ways of making forests that didn't hammer framerates. One of the ideas put forward involved laying flat polys with alpha textures. If you used 3 or so layers, each fairly see through, you could make patches of fog. Don't know how big you could make them, without FR hits, but it's worth a try.

if you have a Voodoo card you already have fog. a lot of my Ki-61 images showed this..

heres one..

you can turn the fog up. this doesn't work for D3D.

In MH's Betas you can even change the color of the fog, the fog distance and the view distance. So, creating this sandstorm effect is possible. I'm not sure about keeping the sandstorms elevation limited to a low level.
