That looks rather like the effect of an attempt at a convex hull 'make surface' on a concave polygon.

#Instead of interpreting the shape correctly, it will join vertexes to make the shape as it sees it!

Concave polygons are a big no-no for AC3D. What you need to do is make the tail as sections. All the make surface does is 'shrink-wrap' your mesh.

Hope that helps. I'm no 3D guru, but I've had this problem before!
