Hi Maury, ok here's the differences 
Par13 has a limited selection of GB aircraft, a "Base" selection, which is "Online Standard"
Par12 has aircraft that don't have own National parfile number, usualy only one or two aircraft made for a certain Allied nation would be put in here, for example, the Rumanian IAR80 I'm working on would go into Minor Axis (Par14) because it isn't an included nation yet, and even if it was, there is only one aircraft. If a country included in one of the Minor parfiles gets enough planes to warrent it's own National parfile, then they would be moved out, and one (or two) of the BP reserved parfiles would be used.
Par30 contains GB aircraft not contained within Par13, Par30 IS NOT online standard, this is an optional Addon Module, the planes in this parfile though are of the same high standard as the Online Standard Par13.
So, in the end, you have alot of options here, you can d/l and instal only the Online Standard Base Pack (OSBP), which will give you a diverse set of aircraft from each Nation without being a monster download thats forever getting bigger and harder to manage. Aircraft in the OSBP NEVER Change! From time to time an aircraft may be added to a Nation to complete its aircraft allocation, but aircraft are never removed, and once each Nation has it's alloted limit THATS IT, no changes to it anymore other than any code or model updates to planes already in it.
New planes built that don't fill in spaces in a countries plane allotment will go into the Addon Modules (like Par30 for GB), they must be of the same standard as the OSBP planes.
In this way, we have a constant Online Standard set of planes, that regardless of anything else everyone should have, and pure OSBP missions will be created and released to accomodate people flying online together with mixed versions, ie if I only have the OSBP and no Addon Modules, but you have the OSBP and all Addon Modules, we can quickly and easily select a mission designed only for OSBP aircraft, afterwards if I like I can go download the Addons to get the extra aircraft available for just one country like GB, or I have the option to download every Addon Module available to have everything.
The benefits of this system are many, but the main ones are:
1: a Fixed Online Standard that has a set size limit.
2: Downloads of updates will be much much smaller than before (eg we add a couple of planes to Germany, you only need to download the updated Germany parfile and not the whole bundle like with the Plane Packs)
3: Organisation of planes and updates for us working on them are much simpler.
4: Bug finding is faster, easier to fix, and smaller for the "Great Majority" to get.
Anyway, I'm sure most of you remember alot of this from the posts we made on it in the past, still, a quick rehash is never a bad thing

NOTE: The aircraft list in the above thread is old and may have been changed since then, without checking each plane I can't say, but this thread explains all you realy need to know.
